PROP J: FORECLOSURE TRANSFER TAX

SF LOCAL BALLOT MEASURE

When large properties like office towers, malls, stores, mega apartment complexes face foreclosure and are acquired by corporate lenders, big Banks, and financial institutions for little to no money, they make outrageous profits. Banks currently do not pay taxes on the sale of that property. San Franciscans are missing out on hundreds of millions of dollars that could be reinvested in our communities.

With the City facing a budget deficit, Prop J taxes these industrial real estate foreclosures and creates a new source of funding for affordable housing and essential services without taxing homeowners and everyday people. This will potentially raise $200 million over the next 3 years. 

Propuesta J: Impuesto sobre las transferencias por ejecución hipotecaria a los bancos

Cuando grandes propiedades, como torres de oficinas, centros comerciales, tiendas y grandes complejos de apartamentos se enfrentan a ejecuciones hipotecarias y son adquiridos por prestamistas corporativos, grandes bancos e instituciones financieras por muy poco dinero o incluso gratis, estas entidades obtienen ganancias enormes. Actualmente, los bancos no pagan impuestos sobre la venta de esas propiedades. Los habitantes de San Francisco están perdiendo cientos de millones de dólares que podrían reinvertirse en nuestras comunidades.

Con la ciudad enfrentando un déficit presupuestario, la Propuesta J aplicaría un impuesto a las propiedades comerciales e industriales embargadas y crearía una nueva fuente de fondos para viviendas asequibles y servicios esenciales, sin aumentar los impuestos para los propietarios de viviendas ni para la gente común. Esta medida podría recaudar $200 millones durante los próximos tres años.

Panukala J: Buwis sa Paglilipat ng Ari-arian Dahil sa Foreclosure para sa mga Bangko 

Kapag ang malalaking ari-arian tulad ng mga gusaling pang opisina, mall, tindahan, at malalaking apartment complex ay naiilit, at kinuha ng mga malalaking kumpanyang nagpapautang (corporate lender), malalaking bangko, at institusyong pinansyal sa napakaliit o halos walang halaga, kumikita sila nang napakalaki. Sa kasalukuyan, hindi nagbabayad ng buwis ang mga bangko sa pagbebenta ng mga ari-ariang iyon. Dahil dito, nawawalan ang mga taga-San Francisco ng daan-daang milyong dolyar na sana ay maaaring ipuhunan muli sa ating mga komunidad. 

Dahil nahaharap ang Lungsod sa kakulangan sa badyet, bubuwisan ng Prop J ang mga foreclosure ng industriyal na real estate at lilikha ng bagong mapagkukunan ng pondo para sa abot-kayang pabahay at mahahalagang serbisyo, na hindi nagpapataw ng buwis sa mga may-ari ng bahay at ordinaryong mamamayan. Posibleng makalikom ito ng $200 milyon sa loob ng susunod na tatlong taon. 

J 提案: 向银行征收止赎转让税

当办公塔楼、购物中心、商铺、大型公寓楼等大型房产面临止赎,并被大公司贷款 方、大型银行和财务机构以极低价甚至零成本收购时,这些机构便会从中获取惊人 的利润。目前,银行在出售这类房产时无需缴纳税款。三藩市市民因此错失了数以 亿计美元的收益,这些资金本可以重新投资于我们的社区。

鉴于本市正面对预算赤字,J提案对这些工业房地产止赎法拍房征收税款,可以为 可负担住房和基本公共服务开辟一项新的资金来源,同时不会对房屋业主和普通民 众征税。此举在未来3年内可能筹集到2亿美元。
